(10) Every village must be connected with the main stream of Indian economy. For this, connection of village roads with national high ways, electrification, supply of potable water and water supply to the agricultural land are the most important steps to be taken up. Common rural market for each definte area should be established and central govt. should fix the sale price of agricultural products. The price of products should be equal all over India. Then farmers will get the legal minimum price for their products, and the sucking attitude of middle man on primary producer will decrease to a great extent. The central and state govts must formulate strict-rules so that the private sectors are bound to establish different industries in rural areas. Then only the migration from village to city will decrease and simultaneously the villages will be trasnformed into cities.
(11) The structural unit for formation of living body is the cell. Likewise, every labourer is the primary unit for construction of infrastructure of the country. Again, sixty percent of total gross domestic product are produced by the labourers of unorganised sector; and at presnet ninety two percent of the total thirty three crores labourers are from unorganised sector. So, the central govt. should make compulsory registration of the labourers and the central govt. should take the responsibility of insurance for them.
Based on the spectulative central pay scale of sixth pay commission, it can be logically assessed that group A, B, C and D service holders will get wage per hour at the rate of rupees one hundred and seven, eighty seven, fifty three and thirty three respectively. In this respect, eight hours is taken as the working hours per day. Therefore, as per hour, wage of labourer from both the organised and unorganised sector should be rupees twenty. Then daily wage of labourer would be one hundred and sixty rupees. If it is done, the living standard of labourers will be uplifted.
(12) Employees of defence and other central govt. services are transfered to any state of India. The private companies have branches in different states. Therefore, in company service, the employees should not be posted in their own states, rather they should be posted in other state. There will be two direct benefit from this system : one is the introduction and interaction with other culture, and the other is the opening of a new practical direction in the formation of one nation theory.
(13) Sattelite or territorial autonomous council should be given to all tribal people of India. Their own culture, language and right to their own land will be conserved only through providing autonomous councils to them. Otherwise they will ultimately loose their trust on the constitution of India and there is every possibility to breed separatism-extremism. All are noticing the fact and deep analysis on this matter is goin on. In this respect, the state of Tripuraa is the burning example.
